Il gouverne tout d'abord sous la tutelle de ses oncles : - le duc d'Anjou, Louis - le duc de Bourgogne, Philippe le Hardi - le duc de Berry, Jean - le duc de Bourbon Ces derniers répriment différentes révoltes : les Maillotins à Paris, la Hérelle à Rouen, les tuchins en Languedoc et Philippe Van Artevelde en Flandre.

Après le sage gouvernement des Marmoussets (pour la plupart anciens ministres de son père Charles V), le roi est frappé de démence (en 1392) et la France est en proie à la guerre civile entre Bourguignons et Armagnacs.

Le roi d'Angleterre, Henri V, profite de ces troubles pour s'allier aux Bourguignons et remporte la victoire d'Azincourt (1415).

Il signe à la fin de son règne, en 1420, le traité de Troyes qui reconnaît Henri V comme héritier du royaume de France et lui confie la régence. Ce traité déshérite le Dauphin, futur Charles VII, avec l'appui de sa mère, la reine Isabeau de Bavière.

Le roi, dément, est abandonné par ses proches et est soigné par sa maîtresse, Odette de Champdivers.
